    Has GSA done a fiscal law review to determine the legal basis for using appropriated funds as prize money for this contest? If so, can you share this. I have seen other issues involving cash give-aways or other proposed prizes and usually we cannot do it due to fiscal law concerns. If you could share how you determined this cash give-away to be a legal necessary expense, we would appreciate it so folks at other agencies can do the same thing.

    @Frank - I don't know about this particular contest (and don't work at GSA), but the reauthorization of the America COMPETES Act of 2010 included exactly the kind of authority I think you're talking about: http://www.whitehouse.gov/blog/2010/12/21/congress-grants-broad-prize-authority-all-federal-agencies

    Dan - Thats good information. I will unt down the legislation to see what it says.

    I saw the video from last year's contest and it looks pretty good. Without the $1000 bait, I would not expect folks to go out of their way to produce videos that are good. Even with these benefits, agencies often lack the fiscal authority to fund such prizes. I am definitely interested in seeing how broad this authority is.

    I think we as Americans should be willing to help out in any way we can because we want to and not because we are being offered prizes, why dont we do a video telling people about Job openings or help people get off Welfare not advertise how they can get assistance for not working. Offer a prize for getting someone off Welfare, we should be working as one Nation under God to make this a better place.
